Established Program to Stimulate Competitive Research (EPSCoR)

The National Aeronautics and Space Administration (NASA) Office of STEM Engagement, in cooperation with NASA’s Aeronautics Research Mission Directorate (ARMD), Space Operations Mission Directorate (SOMD), Science Mission Directorate (SMD), Exploration Systems Development Mission Directorate (ESDMD), Space Technology Mission Directorate (STMD), and NASA’s ten Centers, solicits proposals for the NASA Established Program to Stimulate Competitive Research (EPSCoR). Each funded NASA EPSCoR proposal is expected to establish research activities that will make significant contributions to the strategic research and technology development priorities of one or more of the Mission Directorates or the centers and contribute to the overall research infrastructure, science and technology development, higher education capabilities, and economic growth of each state (jurisdiction).

Award Process Overview

Annually, all 28 designated NASA EPSCoR jurisdictions are invited to submit 1 proposal per fiscal year in response to this solicitation. Louisiana’s proposal selection is determined by the rankings of an independent, external review committee appointed by the Louisiana Board of Regents. Pre-Proposal requirements and templates are drafted by the Louisiana NASA Space Grant and EPSCoR Management office located at LSU. Final proposals are developed with support from the LA NASA EPSCoR / LaSPACE Program Management team and are submitted to NASA directly by the Board of Regents. All of the EPSCoR proposals are then reviewed by NASA for final awards.

Traditionally, NASA has funded these projects at $750,000 each over the course of 3-years with a 1:1 match from the Board of Regents. The number of EPSCoR projects awarded each year varies based on NASA’s available budget.  The collected abstracts of winning proposals for the Fiscal Years 21-22-23-24 are included in the supporting documents section below.

Anticipated FY 2024 LA BoR NASA EPSCoR Pre-Proposal Solicitation Schedule

  • Solicitation Issue Date: Thursday, August 8, 2024
  • Notice of Intent Due: Thursday, September 19, 2024
  • Last Day to Submit Questions to BoR: Thursday, October 10, 2024
  • Pre-Proposals due to the LA BoR: Thursday, October 17, 2024
  • Anticipated Selection Announcement: December 2024
  • Final Revisions on Selected Proposals due to LaSPACE Mgt Team: Early January 2025
  • Final Proposal Due to NASA: Late January 2025

The NASA Office of STEM Engagement has indicated that the FY 25 Solicitation will be released in October with proposals due to NASA in late January.
